The Secretariat for Inter-Orthodox Relations of the Russian Orthodox Church Outside Russia and the Diocese of Great Britain and Western Europe welcome the clarification offered by the administration of the Archdiocese of Parishes of Russian Tradition in Western Europe, confirming the fact that clergymen of the ROCOR Diocese and Western Rite Vicariate — formerly claimed to have been received into the jurisdiction of the Paris Archdiocese — remain, in fact, clerics of the ROCOR and under her sole canonical authority, as they have been throughout this recent episode. The annulation of all claims of jurisdictional authority regarding these clergy has been confirmed in Decree DEC2022-008 of the Archdiocese, issued on 10 February 2022 and received by the appropriate bodies of both the ROCOR and the Moscow Patriarchate; and fraternal conversations by telephone have also been exchanged with the head of the Archdiocese, confirming the situation.
While from a canonical perspective the present clarification is a self-evident fact and a matter over which there has never been any doubt, the Church Abroad warmly welcomes the fraternal confirmation of the situation from the Administration of the Paris Archdiocese, which demonstrates the bond of unity between all parts of the Russian Orthodox Church, maintained through faithful and unyielding adherence to the Holy Canons. While a small number of misguided individuals had tried to suggest a split between parts of the Russian Church, contriving hostile and untenable argumentation to do so, the present cooperation between the various administrations is a sign of both of the falsehood of those arguments as well as the desire of the churches not to be governed by such personal agendas, but by the established Canons ordering Church life.
The present clarification confirms unchanged what has been stated from the beginning: namely, that no clergymen nor any parish has been released or otherwise transferred from the ROCOR to the Archdiocese. Claims made by any individuals stating otherwise remain, as they have been throughout, entirely false and representations solely of their personal schism and departure from the canonical embrace of the Church. The clergymen implicated in these recent events are under canonical suspension and the judgement of an Ecclesiastical Court, the imposition of which has been delayed already for several months for the explicit purpose of providing these clergymen with the opportunity to recognise their error, repent, and seek to be restored to canonical order (as two members of their small rebellion have already appropriately done). In light of the new clarification from Paris, the Diocesan Authorities intend once again to encourage such repentance among the remaining clergymen, in the sincere hope that they find their way back from such grievous error for their own sakes and that of the faithful, and lest they leave no option but for the full response to to their violations of the Holy Canons — namely, the loss of all clerical rank — to be implemented.
The faithful are reminded that, during this period when the repentance of these clergymen is for a final time being sought, the clergymen of the Parish of St John in Colchester, England, remain under the aforementioned canonical suspension, forbidden to celebrate the Divine Services; and that, should they do so despite their situation, Orthodox faithful are strictly prohibited from receiving any Sacraments from the hands of suspended clergy, which are done apart from the grace of the priesthood and not unto the salvation of any who might receive them.

Секретариат по межправославным отношениям Русской Православной Церкви Заграницей и Великобританская и Западно-Европейская епархия приветствуют разъяснение администрации Архиепископии приходов русской традиции в Западной Европе, подтверждающие тот факт, что священнослужители из епархии РПЦЗ и викариата западного обряда, ранее якобы перешедшие в юрисдикцию Парижской Архиепископии, фактически остаются клириками РПЦЗ и находятся под ее единоличной канонической властью, как и на протяжении всего данного периода. Аннулирование всяческих юрисдикционных притязаний в отношении этих священнослужителей подтверждено Указом Архиепископии DEC2022-008 от 10 февраля 2022 г., поступившим в соответствующие учреждения как РПЦЗ, так и Московского Патриархата; и с главой Архиепископии состоялись также братские беседы по телефону, подтверждающие ситуацию.
В то время как с канонической точки зрения настоящее разъяснение является самоочевидным фактом и вопросом, в отношении которого никогда не было никаких сомнений, Зарубежная Церковь горячо приветствует братское подтверждение ситуации со стороны Администрации Парижской Архиепископии, демонстрирующее единство между всеми частями Русской Православной Церкви, поддерживаемое верным и непреклонным следованием Священным Канонам. В то время как небольшое количество заблудших лиц пытались посеять разделение между частями Русской Церкви, изобретая для этого враждебную и несостоятельную аргументацию, нынешнее сотрудничество между различными управлениями является признаком как ложности этих аргументов, так и желания церквей руководствоваться не какими-то личными соображениями, но установленными канонами, регулирующими церковную жизнь.
Настоящее разъяснение неизменно подтверждает то, что было сказано с самого начала, а именно, что ни один священнослужитель и ни один приход не были отпущены или иным образом переданы из РПЦЗ в состав Архиепископии. Заявления любых лиц, утверждающих обратное, остаются, как и всегда, полностью ложными и представляют собой исключительно их личный раскол и выход из канонических объятий Церкви. Священнослужители, вовлеченные в этих недавних событиях, находятся под каноническим запретом и осуждением Церковного суда, официальное вынесение которого отложено уже на несколько месяцев с очевидной целью дать этим клирикам возможность признать свою ошибку, покаяться и предпринять действия по восстановлению их канонического статуса (как это уже должным образом сделали два участника этого незначительного противления). В свете нового разъяснения из Парижа епархиальные власти намерены еще раз сделать очередной призыв к покаянию среди оставшихся священнослужителей в искренней надежде, что они найдут выход из столь тяжкого заблуждения ради самих себя и верующих. В противном случае они не оставляют другого выбора, кроме как дать полный ответ за их нарушения Священных Канонов, что повлечет лишение всех церковного сана.
Верующим напоминается, что в этот период, когда в последний раз этим клирикам предлагается раскаяние, священнослужители прихода св. Иоанна в Колчестере, в Англии, остаются под вышеупомянутым каноническим запретом, не имея права совершать богослужения; и что, если они сделают это, несмотря на свое положение, православным верующим строго воспрещается принимать какие-либо Таинства из рук отстраненного духовенства, которые совершаются без благодати священства и не во спасение любого, кто мог бы их принять.
